Whereas Fulani herdsmen, Islamic jihadists, and affiliated terror groups have become an existential threat to the disparate nations that make up Nigeria;


Bearing in mind that the Nigerian government and its security apparatus have proven both unwilling and incapable of securing the lives and property of the Biafran people;

Mindful that politicians of Biafran extraction, governors within Biafraland, and community and traditional leaders have largely abdicated their responsibility to safeguard our land and people;
Conscious of the enormous responsibility resting on the leadership of the Indigenous People of Biafra to secure our borders, defend our territory, and ensure a safe and peaceful environment for our people;


The Directorate of State (DOS) of the Indigenous People of Biafra hereby states unequivocally:


1. The leadership of IPOB holds a clear mandate from the Biafran people to protect Biafraland and all peaceful residents within its territory.


2. By virtue of this mandate, the Directorate of State (DOS) possesses full authority to deploy ESN operatives to any part of Biafraland to neutralize security threats posed by armed groups and to defend our land from further incursions.


3. In exercising this responsibility, the DOS will not seek permission from any political authority, traditional ruler, or community leader before taking decisive action against threats to Biafraland.


4. IPOB intelligence units have been fully mobilized to proactively identify emerging threats, monitor hostile activities, and provide actionable intelligence to ensure swift and coordinated defensive operations.
The Directorate of State is also aware that certain individuals within our communities are collaborating with external forces to undermine the safety of our land. Let it be clearly stated: such activities are known, documented, and will not be tolerated. Those involved are strongly advised to desist immediately.
